My Version

This event is based on a true story, thankfully the end goal was small town politics and not the most extreme of worst-case scenarios. The business and individual names are not important. It is for the reader to understand how little vulnerabilities can have severe consequences that cannot be reversed once set into motion by sinister people, terrorists, sleeper cells.

At a Sanitary District in a small town

-meetings are set at 3 in the afternoon, while many in the town are unavailable

-many, if not all, are brought to the board with the tap on the shoulder from current board members in my opinion.

-once that person is voted onto the board, they swear to the Constitution and that is it. They then sit at the table in front of the public.

Now the Constitution part, despite pledging to it, they denied me rights to be heard publicly, on record, as an Individual property owner. Something important in our own origins as a nation, Government was needed to protect landowners. It took over a year to finally be put on an agenda to be publicly heard, but damage had already been done. (How could a terrorist manipulate a meeting with silencing the public ?)

A board member, with multiple conflicts of interest, ignored open meeting laws, micromanaged the former District Manager, as well as being involved in a paper purge, which may have been innocent enough, but disturbing if in the most extreme situations like terrorists. (How could a utility company be compromised if all the maps, contracts, easements were purged for example?)

How could this be misused in a variety of more ways?

In this experience, it has been witnessed how the most extreme national threats can easily find their way into our infrastructure without being noticed. There needs to be stronger red lines that protect the utility infrastructure from possible rogue board members. More information should be required from board members, if not required to have fingerprint clearance cards

I am not trying to tell the reader what to think, but anyone with critical thinking skills can see how dangerous this board system is for our infrastructure, especially with this Iran war and Sleeper Cells being mentioned all the time. If this is not how Sleeper Cells operate and get into the system, I don't know what does. 

This is my opinion, I hope the reader, regardless where they live, think about how the systems work around your area.
